Heili, by CERPS Inc.
Secure Deterministic Business Intelligence.
Heili is a Canadian knowledge engine that turns standards, regulation, doctrine and training material into a curated, expert-reviewed knowledge base that AI can reason over. Every answer cites the exact clause it came from, and the same question always gets the same answer.
01 · The problem
The governing answer is hard to find and harder to prove.
- Organizations that answer to standards, such as emergency services, defence, regulators and heavy industry, work from large, layered and changing bodies of authoritative text.
- Finding the governing answer is slow.
- Proving that a training program covers every requirement is manual, and often skipped.
- Generic AI answers confidently but cannot cite or be audited, so it fails wherever an answer must be defended.
02 · How it works
Every answer is anchored to its source.
Clause-level knowledge base
Source material is broken into statements, each tied to its governing clause and signed off by subject-matter experts.
Cited, deterministic answers
AI assistants reason only over the curated base, and the same question gets the same answer. If the answer is not there, Heili says so instead of inventing one.
A reference reads as NFPA 1081 (2018) 5.2.1.
Curriculum generation
From a plain-language request, Heili drafts complete courses, skill sheets and assessments. Each element is cited to the standard it serves, for expert review and approval.
Coverage audits
Training content maps to the requirements it satisfies, exposing gaps clause by clause.
Edition crosswalks
Changes between editions of a standard are flagged, not silently inherited.
Gap reporting
Users flag misses, which feed back into curation.
Works with any LMS
Heili is a knowledge, authoring and audit layer, not a learning platform, so it sits alongside whatever system an organization already runs.
03 · Proof
Proven in production.
Heili has run in production as FireBrain Expert for the Canadian fire service since July 2026. It scored 99% on a 1,450-question human-prepared exam using the knowledge base alone.
| Measure | Result |
|---|---|
| Statements curated | 64,029 across 14 volumes |
| Standards covered clause by clause | 31 |
| Sources of law and guidance | 67 |
| Exam accuracy (1,450 questions) | 99% |
| Planted gaps flagged in error review | 6 of 6, zero false reports |
| Expert sign-off | Every volume, before release |
Curriculum in practice
Heili produced a complete NFPA aircraft rescue and firefighting (ARFF) course, with skill sheets and assessments, for First Nations delivery through Waswanay Consulting. It took two weeks and one subject-matter expert. Built by traditional methods, the same course takes about four months and two to three experts.
04 · Built for disconnected environments
Runs fully self-contained. No query leaves the device.
- The knowledge engine and an open-weight AI model run together on a single workstation, with no internet, cloud or external dependency. The configuration is tested.
- It suits remote sites, vessels, and air-gapped or bandwidth-limited networks.
- Heili is model-agnostic. An organization can run whatever AI model it has approved, and swap models without rebuilding the knowledge base.
- Answers come only from a curated, closed knowledge base, so Heili cannot be polluted by open-internet misinformation.
05 · Sovereign by design
Canadian-owned, Canadian-built, hosted only in Canada.
- Heili is hosted on dedicated servers in Montreal that CERPS controls.
- CERPS owns all of the software and methodology.
- Heili contains no ITAR-controlled technology.
